WEEMA International (WEEMA) is a not-for-profit organization licensed to operate in Ethiopia as a foreign charity. WEEMA works in southwestern Ethiopia with thematic focus areas of water, education, economic empowerment and medical care. WEEMA International and partner D-tree international (D-tree) believe all women and children should receive quality health care and health workers should be empowered to execute this responsibility. WEEMA has been working in southwest Ethiopia since 2011 and D-tree has pioneered the use of mobile technology to improve quality of health care in similar rural, low-resource settings. WEEMA and D-tree now plan to develop and implement a job aide for Health Extension workers (HEWs). We will train and support HEWs to use this tool as they see patients to diagnose and treat childhood illnesses, keep inventory of drugs, provide antenatal care and develop birth plans for pregnant women, and communicate problems and updates to the Health center. We are committed to implementing a model project one that we will initially implement in a single woreda; but that can be scaled for impact throughout Ethiopia.

Weema International has a vacancy for a mHealth project coordinator to assist in the execution of the first phase of this project and invites qualified candidates to apply.

Duration:-6 months but with the possibility of extension in to phase II and III

Summary scope of work

In its entirety, the project will have three phases of implementation. The mHealth project coordinator will assist in the successful execution of these phase I objectives:

  • Obtain and perform review of Ethiopia national health strategic plan, HEW guidelines and training materials for CBMNH and CCM services
  • Visit proposed sites for HEW implementation as well as a facility providing MNH services and document work flows
  • Assist in the development of protocols and prototype application

The mHealth project coordinator should have relevant technical expertise and relevant experience, including in public health, electronic health and in designing and supporting solutions to improve quality of care in the rural areas. Educational background should be at least a Bachelor’s degree with a Master’s degree preferred. In this position, the mHealth project coordinator will work closely with and be accountable to both WEEMA International and D-tree international.

Specific position Duties and Responsibilities  

  • Participate in meetings with WEEMA and D-tree, in person and remotely.
  • Maintain frequent communication with WEEMA and D-tree regarding the project
  • Obtain, share original sources in English and Amharic as available, and review national guidelines, strategic plans and HMIS requirements for community MNH and CCM services
  • Obtain, share original sources in English and Amharic as available, and review national guidelines and HMIS requirements for facility based MNH services
  • In collaboration with D-tree design team, identify updates needed to CBMNH + CCM application
  • Participate in field assessment, including the following:
  • Participate in site visits to proposed sites, meeting key players, identification of field refinement and implementation sites
  • Participate in observations of HEWs providing services and affiliated critique of project plan
  • Participate in observations of facility services for workflow, connectivity and affiliated development of project plan
  • Participate in zone and region MOH/WEEMA/D-tree joint review of updated CBMNH+CCM protocols
  • Translation of CBMNH+CCM application
  • Assist in training refinement HEWs on use of prototype application (if appropriate)
  • Communicate with all relevant government offices as necessary
  • Participate in the draft, review and completion of project proposals
  • Submit timely reports as required by the organization and /or government
  • Ensure proper financial documentation for the project; report to finance department in a timely manner.
  • Liaison with all stakeholders, including health workers, government, donors and partner NGOs.
  • Assure the quality of program design and implementation
  • Coordinate with program, finance and administration staff to ensure efficient implementation

Required qualifications

  • Fluency in written and spoken  English
  • Understanding and experience of the national health   system
  • Experience training facility or community health workers
  • Experienced with relationship management among multiple stakeholders
  • Experience working with local and remote project teams
  • Bachelor’s degree

Preferred Qualifications

  • Knowledge and experience  of m/e Health mobile technology/mobile application design, health management /data collection and analysis /etc
  • Master’s degree
