Pathfinder International/Ethiopia is seeking 4 Regional program officers and a Grants Assistant – for DFID’s Reducing Barriers and increasing utilization of Reproductive, Maternal and Neonatal Health services in Ethiopia’s program. DFID wishes to engage a Technical Assistance Provider (TAS) to support the Ethiopian Federal Ministry of Health to manage the reproductive, maternal and neonatal health innovation fund (RIF). The RIF aims to increase the utilization of RMNH services, enhance accountability of service providers (Civil society, regional development agencies) to the government and improve regional equity.

1. REGIONAL PROGRAM OFFICER

1.1 REPORTS TO: THE TEAM LEADER

1.2 DUTY STATION: JIGJIGA-SOMALI REGION

1.3 BASIC REQUIREMENTS:

  • Bachelor’s Degree in public health or related field. Masters degree is preferred

  • Minimum of five years progressively responsible work experience related to the design, implementation, monitoring or management of reproductive health, family planning, public health, HIV/AIDS and/or international development program (s)

  • Work experience in Somali region of Ethiopia

  • Conceptual and analytical skills related to improving access to health services, reducing barriers and increasing use of RMNH interventions

  • Experience in international public health management, training and capacity building

  • Knowledge of regulations and requirements of DFID and/or other governmental and nongovernmental donor agencies.

  • Commitment to the mission, vision and values of pathfinder international

  • Strong program and budget management skills

  • Excellent written and oral communication aptitude both in Amharic and English and strong interpersonal skills.

  • Ability to speak and write in the regional office’s language

  • Ability to work independently

  • Fluent in written and spoken English

  • Excellent computer skills proficiency with microscoft office products (Excel & WORD required);

  • Ability and willingness to travel throughout the region

1.4 PREFERRED QUALIFICATIONS

  •  Comprehensive knowledge of the health context and structural issues in Ethiopia including socioeconomic, institutional and policy issues that are related to essential services in population, health and nutrition.

1.5 POSITION PURPOSE

  • The  REGIONAL  program officer serves as the primary support partner for assigned field office program operations. S/he will be responsible for the provision of programmatic coordination, and for the enlistment and coordination of support from other headquarters departments to field office(s)

1.6 KEY RESPONSIBILITIES:

  •  Serves as a liaison between the field office and headquarters departments, DFID, cooperating Agencies, subcontractors and independent contractors to ensure program quality regarding program and subproject activities in assigned countries

  • Represents pathfinder’s field program activities to donors, cooperating agencies and other interested parties, as directed  by the Team Leader.

  • Prepares and supports development of new business proposals and alerts Team leader to relevant RFAs opportunities. Facilitates the implementation of strategies and facilitates headquarters engagement in that process, monitors work plans and budgets.

  • Coordinates activities among country and headquarters staff;  compiles, analyzes and facilitates communications among units of relevant data.

  • Monitors achievement of program objectives on a quarterly basis through technical reviews; and provides key indicator table analysis of data o Team Leader.

  • Ensures DFID program and budget report deadlines are met facilitates process with headquarters finance team.

  • Facilitates and acts as an informed resource to in-country teams preparation of quarterly and annual reports.

  • Monitors country-level program and sub project expenditures, reviews annual allocation balances, and makes recommendations to country and HQ staff about obligations and commitments; works in keeping with terms of various awards.

  • Facilitates and coordinates systems for developing, processing and monitoring subprojects on a monthly and quarterly basis. Follow –up as needed with country and headquarter teams. Monitors and update project modifications, closures, project payments and databases as needed

  • Coordinates external procurement process of both short-term technical assistance to the country and other procurement processes. This may include: assistance in the identification, recruitment, and administration of independent contractors to meet technical assistance needs preparation of agreements, monitoring of payments, and facilitation of travel arrangements; reviews distribution and follow –up of technical reports.

  • Reviews project budgets and monitors alignment with programmatic objectives and outcomes

  • Facilitates and serves on finance committees  as requested by Team leader to ensure efficient and effective communication channels and to better support in country teams

  • Collaborate with Technical services unit, program services unit, and Research and Metrics unit teams as needed to achieve country and headquarters objectives and reporting deadlines.

  • Perform other duties as requested by the Team leader.
