The U.S. Mission Addis Ababa is seeking an individual for the position of Sub-cashier in the Consular Section of the U.S. Embassy.

 

BASIC FUNCTION OF POSITION

Incumbent is responsible for all aspects of the cashiering program and consular collections.  Cashier utilizes Automatic Cash Registration System (ACRS), which is a computer-based cashiering system.  Moreover, incumbent memorizes and applies numerous cashiering codes of various financial categories accordingly. She /he will follow up on exchange rate changes, code and cost changes and informs consular staff as well as clients through the update of the fee list display.  Incumbent reconciles off site collections with the periodic reports received and work closely with the section accountable officer and Embassy main cashier to ensure adherence to all relevant FAM regulation.

The position plays a crucial role in public relations effort of the consular section in handling section correspondence for the visa applicants. Supports the Non-immigrant/Fiancé Visa and Refugee Asylee follow-to-join (NIV/V92/93/K) operation by handling correspondence. Supports the unit in providing support in data entry, case screening and interpreting. The position requires accuracy, adherence to guidelines and an individual who can deal effectively with the public under a high volume and fast placed consular operation.

QUALIFICATIONS REQUIRED

  1. Required Education: Completion of secondary school with at least two years college education or university studies is required.
  2. Required Experience: Three years’ experience in either of the following is required: 1) cashier experience in handling cashier transactions, making change and report reconciliation, or 2) general administrative office experience requiring judgment, autonomy, and report reconciliation is required.
  1. Language Requirement: Level 4 (fluent) English and Amharic language is required. (English language proficiency will be tested) 
  2. Knowledge: Knowledge of database entry and basic word processing is required. Within six months, the incumbent is expected to have a working knowledge of the Department of State visa and consular procedure, cashiering requirements, and be able to correspond accurately in English and Amharic on a range of consular topics.
  3. Skills and Abilities: Within six months, the incumbent must demonstrate the ability to accurately collect Consular fees; makes correct change, safeguard collections, and reconcile reports on a daily and monthly basis per regulations.  In addition, the incumbent must demonstrate the ability to operate and use consular database systems.

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

4. The candidate must be able to obtain and hold a security clearance.
