The position:- The international Centre of Insect Physiology & ecology (ICIPE) seeks to hire to hire a programme Management officer who will be based at ICIPE Ethiopia office in Addis Ababa located at the international Livestock Research Institute (ILRI) Addis Ababa campus.

General: International Centre of Insect physiology & Ecology (ICIPE) African Insect Science for Food and Health is a world class research centre with a mission to alleviate poverty by ensuring food security, improving health, protecting the environment and building the capacity of researchers and communities across the developing world, through the application of insect sciences. Employing more than 500 national and international staff, icipe is headquartered in Nairobi, Kenya with outposts in Ethiopia and on the shores of lake Victoria in western Kenya. Icipe has a proud reputation and history of delivering world-quality science that has made crucial contributions to African food and health policy, delivered development outcome  to rural communities, and has been at the forefront of building’s Africans biological research capacity. The centre’s research activities span the African continent with partnerships linking research organizations, not only across Africa, but also the globe.       Main Duties and responsibilities

  • Prepares annual programme Budgets with the office head and accounting officers at icipe Head Quarters;
  • Supports the country Head in contract administration for collaborators, consultants, visiting scientists and regular staff;
  • Manages the office and supervises programme suppot staff;
  • Handles procurement request and liaises with ILRI supply chain unit and icipe HQ
  • Manages Timesheet and leave tracking of programme staff;
  • Arranges travel and logistics for programme staff, visitors from icipe HQ as well as stakeholders;
  • Organizes workshops and coordinates with service providers, as well as ongoing activities like contact and relations with collaborators, file management and correspondences;
  • Handles office equipment inventory management and tracking;
  • Manages the office space and its facilities of icipe Ethiopia office in close collaboration with ILI Administration;
  • Manages administrative issues of icipe Ethiopia office in collaboration with icipe Human resources at HQ 
  • Payment approval and review of supporting documents related to budget versus actual;
  • Raises payment requests for consultants and interns
  • Advises the office Head and all project leaders on all administrative and personnel matters;
  • Represents icipe Ethiopia and the office Head at administrative meetings and act on his behalf while on mission and absence from office
  • Develops and manages collaborator contracts and closely monitor performance and payments  of such contracts;
  • Facilitates the international recruitment process in coordinating with icipe HQ;
  • Manages relationships on administrative matters with all icipe Ethiopia National partners
  • Oversees the maintenance of effective programme filing and documentation systems
  • Work closely with the country head and the ministry of foreign Affairs to ensure that entry visas and resident permits are obtained for programme staff;
  •  Performs any other duties as requested by the supervisor

Minimum Requirement:

Education: 

  • Master’s Degree in business Administration or related some with international organizations

Skills: 

  • Professional training /certification in project management an advantage
  • Communication, report writing, computer and electronic media skills etc.
  • Knowledge of administrative /financial management of donor funded projects /programs
  • Experienced in developing and managing work plans, results based budgets and monitoring and reporting progress and reviewing proposals;
  • Fluency in oral and written English
  • Experience in coordinating programmes with numerous partners
  • Team player with good communication and coordination skills;
  • Attention to detail is essential

Duty Station:- Addis Ababa, Ethiopia

Position level:- 3A

Minimum Base salary: 

  • Birr 30,863 per month (Negotiable depending on experience, skill and salary history of the
    candidate)

Terms of appointment: Initial appointment is for three years renewable appointment based on performance and funding availability.
