Position:-Head of Programme

DCA is a Demark –based non-profit international organization registered and operating as an NGO in

Ethiopia since July 2004, DCA supports humanitarian assistance and development intervention in Food insecure rural areas of Amhara, Oomiya and Gambella regions.

DCA supports community level projects and action in the thematic areas of improving livelihood security, to social services with focus on HIV/AIDS prevention /control, livelihood community and women economic  empowerment, capacity building and emergency assistance. The programme approach is the main operational modality with each progamme strategy comprising priority geographic intervention area, objectives/actions, projects relating to each objective, partners, beneficiary groups, DCA roles, buget, and time frames. The successful Head of programme (HoP) is expected to lead an coordinate the overall management of DCAs programmes and projects. The HoP will be part of the senior management of  the country office working to continue to the attainment of the overall development  objectives of DCA in Ethiopia.

Position : Head of programme

The head of program repots to the country Director (CD) and s/he will work in close cooperation with all programme officers and project  managers. The HoP is responsible or coordinating te individual ad collective action of the programmes and projects with focus on efficiency, effectiveness, impacts, synergy, and sustainability. The HoP is fully responsible in managing th programme/project staff in the overall programme /projet cyle management.

The specific tasks of the PC are (but not limited to)

  • Assume full responsibility of the coordination of the programme/project cycle Management
  • Guide/manage the programme /project staff in the planning and implementation of main aspects of the programme /project cycle management
  • Ensure that programme/ projects are conceived with the participation of key stakeholders including most affected beneficiaries with their basic immediate and long term needs considere.
  • Participate in the gathering of lessons , best practices and emerging challenges to promote dialogue within DCA, with partners, and national level forums.
  • Ensure that DCA’s work at various levels is linked to national level policies and plan
  • Ensure that the overall programme /project planning, implementation, monitoring and reporting are in compliance with orgainsational and donor policies as well as relevant local regulations  and guidelines.
  • Ensure periodic coordination meeting are planned and implemented according to DCA policies and Gudeline
  • Regularly monitor the progress of implementation at the community level, compile reports, and recommend necessary corrective actions in consultation withprogramme/project staff.
  • Participate in regional, national and international strategic meetings  related to DCA programmes whenever necessary
  • Remain updated on baseline data and most recent developments in the fields of DCA programmes
  • Ensure that programme staff is familiar with and adhere to DCA code of conduct, standards and main quality assurance tools such as SPHERE and LEGS
  • In consultations with the humanitarian staff, international Humanitarian actors and partners monitor the humanitarian situation and coordinate relevant actions.
  • Ensure DCA’s active participation in ACT alliance forum, clusters, and other coordination meetings
  • Ensure internal cohesion and synergy among DCA’s programmes and projects including adherence to te LRRD approach.
  • Review periodic, annual, and final narrative/financial reports from programme/ project officers before submission to donors, HQ or other stakeholders
  • Lead the planning and implementation of programme reviews and evaluations
  • Asses technical capacity needs of programme staff and organize relevant interventions
  • Lead the DCA internal programme management meetings & compile minutes
  • Participate in fundraising activities for the programmes /projects in collaboration with the fundraising & programme staff and the  country representative

Requirements

  • Postgraduate degree in Agriculture, rural development, and related fields
  • Minimum of 7 years of relevant work experience and senior management experience
  • Adequate working knowledge of requirements an guidelines of donor, including EU/ECHO. Good knowledge of the national government development strategies
  • Good knowledge of programme approach and project cycle management
  • Excellent analytical skills
  • NGO experience highly desirable
  • Ability to work in multi cultural and multi- national environment
  • Excellent skills in written and oral English language
  • Computer literate
  • Willingness  to travel to remote areas

Terms of employment:-Permanenet wth contract renewable every 2 years based on performance:

Duty Station:-Addis Ababa with frequent travels to rural areas
